DECLARAÇÃO ADDIS ABABA POR ORGANIZAÇÕES RELIGIOSAS, INTERFAÍTAS, ÉTICAS E CIENTÍFICAS EM REPARAÇÕES

ADDIS ABABA DECLARAÇÃO DAS ORGANIZAÇÕES RELIGIOSAS, INTERFAÍTAS, ÉTICAS E CIENTÍFICAS RELATIVAS A REPARAÇÕES*

Nós, delegados que participamos na Conferência realizada em Addis Ababa, Etiópia, de 27 a 28 de fevereiro de 2025, sob o tema "O papel das comunidades de fé e das organizações éticas no avanço da justiça para os africanos e os povos da descendência africana através das reparações," juntamente com representantes de organizações religiosas, instituições científicas e éticas e associações culturais da sociedade civil africana e internacional,

EXPRESSO nossa profunda gratidão a Sua Excelência João Lourenço, Presidente da República de Angola e Presidente da União Africana (UA), Sua Excelência Sr. Mahmoud Ali Youssouf, Presidente da Comissão da União Africana, pelo seu apoio inabalável às comunidades religiosas e às organizações éticas na implementação da Agenda 2063 de África.

RECONHECIMENTO, com apreço, a decisão da União Africana de dedicar o tema ao "Justiça para Africanos e Povos de Descida Africano através de reparações."

NOTA COM SATISFAÇÃO PROFISSIONAL os trabalhos e recomendações da 38a Sessão Ordinária da Assembleia dos Chefes de Estado e de Governo da União Africana, que refletem um compromisso coletivo de promover a justiça restaurativa e a cura para africanos e afrodescendentes.

RECORDAR que em novembro de 2022, a Comissão Africana dos Direitos Humanos e dos Povos (ACHPR) adotou a resolução CADHP/Res.543 (LXXIII) 2022, reafirmando que a responsabilização e a reparação de crimes de massa históricos—incluindo a escravidão, o tráfico de escravos africanos, a colonização e a segregação racial—são essenciais para combater o racismo sistémico persistente e promover os direitos humanos dos africanos e dos afrodescendentes.

RECORDAR TAMBÉM as conclusões e recomendações da Conferência Internacional de Accra de novembro de 2023 sobre "Construir uma Frente Unida para Avançar a Causa da Justiça e o Pagamento de Reparações para Africanos," e as da Cimeira de Accra sobre Reparações e Curas Raciais, realizada em Agosto de 2022, organizada por proposta do Governo do Gana.

SUPORTE o apelo a um compromisso coletivo para enfrentar as injustiças históricas e crimes graves perpetrados contra africanos e afrodescendentes em todo o comércio de escravos, colonialismo e apartheid. Comprometemo-nos também a abordar as narrativas e políticas que fomentam a negrofobia e o ódio racial em todos os contextos e a combater as desigualdades existentes nos sistemas económicos e políticos internacionais.

EMFASISE nosso reconhecimento individual e coletivo dos efeitos profundos e duradouros da escravidão, colonialismo, discriminação racial e neocolonialismo sobre africanos e povos de ascendência africana. Reconhecemos como essas injustiças continuam a infligir imenso sofrimento, ruptura cultural, exploração econômica, trauma emocional e discriminação duradoura em africanos e afrodescendentes ao longo da história.

AFFIRM que a implementação das reparações é tanto um imperativo moral quanto jurídico, fundamentado nos princípios da justiça, dos direitos humanos e da dignidade humana. A demanda por reparações significa um passo concreto para enfrentar os erros históricos e promover a cura entre os povos da África e os de ascendência africana.

RECONHECIMENTO o conceito de dívida ecológica como componente crítico das reparações, reconhecendo a severa degradação ambiental causada pela exploração colonial, poluição industrial e extração de recursos. Afirmamos que a destruição ambiental histórica e contínua, incluindo o desmatamento, a contaminação da água, o esgotamento do solo e a perda de biodiversidade, afetou desproporcionalmente as comunidades africanas, levando à escassez de alimentos, crises de saúde e vulnerabilidade climática.

SUPORTE the commitments made at the Accra Conference on Reparations and the recommendations directed to the Member States of the African Union. These call for the establishment by the African Union Commission and the inauguration of a Committee of Experts on Reparations, in consultation with Member States and AU Organs, aiming to develop a unified African policy on reparations and implement an African Programme of Action on Reparations, in line with due process and considering the following proposals:

1. To act as the primary reference point for the African Union on issues related to reparations and ethical healing;
2. To solicit, cultivate, and promote knowledge on restorative justice within the African Union by developing and implementing reparations-related knowledge among various AU organs, Member States, and the global African community;
3. To establish an official programme for the African Union and its Member States, along with other institutions, to commemorate historical events that necessitate strong actions for justice and reparations for Africans and individuals of African descent;
4. To liaise with and support the role of an AU Special Envoy on Reparations for Africa and the Sixth Region of the Diaspora;
5. To undertake other tasks as assigned and determined by the African Union.

PROPOSE the formation of an Ethical Reference Group, in close coordination with the African Union Commission, to assist the AU Committee of Experts and the AU Special Envoy by providing ethical guidance on the issue of reparations. This includes best practices of restorative justice based on indigenous African traditions, sources, and spirituality. The Ethical Reference Group will also offer thought leadership and counsel, drawing on global case studies to inform policy and advocate for the application of international standards in support of restorative justice.

RESOLVE to centre “Justice for Africans and People of African Descent through Reparations” within the African Peace Initiative, in pursuit of a Civilisational Truce aimed at transforming a world marked by conflict, war, and dysfunction into societies characterised by dialogue, reconciliation, and reparations. This aligns with the principles of Ubuntu philosophy and the teaching of the Golden Rule, which states, “Treat others the way you want to be treated,” as well as the objectives of the AU’s Agenda 2063, which seeks to advance the vision of the AU of “An integrated, prosperous and peaceful Africa.”

PROPOSE to the AU to consider a decade of reparations.

INVITE all religious, ethical, scientific, and cultural organisations, along with African citizens—particularly the youth and women—to embrace and promote the call for reparations. It is essential to prioritise the protection of human beings and to respect the sanctity of human life, as this focus will help build centres of shared interest.
