MESSAGE FINAL

1. INTRODUCTION

1. Nous, Archevêques, Président-évêques de Justice et Paix Commissions régionales et nationales, Justice et Paix Coordonnatrices régionales et nationales et/ou Secrétaires, Secrétaire Général de Caritas Afrique, Représentants d'experts SECAM, Groupes et Groupes de travail, Membres de la SECAM Commission Justice, Paix et Développement ainsi que Participants au Congrès SECAM Commissions Justice et Paix 2015 sur le thème « Justice et Paix au service de la réconciliation et du développement intégral de l'Afrique », qui s'est tenu à Döbra, dans l'Archidiocèse de Windhoek (Namibie) à partir de 11^èmeà 15 ans^èmeMars 2015, adressez ce message de paix et de réconciliation aux chrétiens catholiques, aux hommes et aux femmes de bonne volonté, aux gouvernements et aux acteurs publics de notre continent.

2. Nous saisissons cette occasion pour remercier l'Association des Conférences épiscopales d'Afrique australe (IMBISA), la Famille-Eglise de Dieu qui est en Namibie, en particulier l'Archidiocèse de Windhoek pour leur accueil chaleureux et leur hospitalité envers nous. Nous exprimons notre gratitude au gouvernement namibien pour avoir assuré notre sécurité et pour avoir facilité notre entrée et notre séjour dans ce beau pays d'Afrique australe. Nous sommes reconnaissants envers les partenaires SECAM, en particulier CAFOD, MISEREOR, CARITAS AFRICA, dont l'aide et la solidarité nous ont permis de tenir notre Congrès avec succès. Nous exprimons notre solidarité et notre communion aux peuples d'Afrique et d'autres continents qui traversent des situations de crise et de violence avec leur lot de victimes innocentes et de populations déplacées.

2. Notre analyse

3. Dans notre continent de plus en plus confronté à la violence et à l'extrémisme religieux, nous avons analysé la contribution du dialogue interreligieux à la consolidation de la paix et au rapprochement des peuples et des cultures. Nous sommes convaincus que le dialogue interreligieux et les bonnes pratiques de gouvernance de nos dirigeants africains constituent un véritable moteur du développement intégral de nos pays. En ce qui concerne les théâtres de conflits et d'affrontements souvent mortels, la Famille-Eglise de Dieu qui est en Afrique entend apporter sa contribution conformément à sa mission spécifique d'évangélisation et de promotion humaine. Ses actions prioritaires touchent principalement l'éducation des consciences afin de développer des actions responsables qui peuvent apporter la paix entre les hommes.

4. Pour renforcer sa visibilité et sa voix dans les cercles de décision, la Famille-Eglise de Dieu en Afrique a initié dans certaines régions de notre continent un cadre de dialogue et de consultation avec le monde politique. Grâce à ce cadre connu sous le nom de Bureaux de liaison des parlementaires catholiques, la Commission pour la justice et la paix du SECAM a l'intention de contribuer au débat sur les politiques publiques, de faciliter et de promouvoir les transitions pacifiques, la démocratie et la bonne gouvernance. Nous invitons nos dirigeants africains à éviter toute manipulation de la loi fondamentale pour perpétuer leur mandat politique.

5. À la lumière de l'enseignement social de l'Église, nous avons été confrontés à la question sociale causée par le phénomène des migrations. Ensemble, nous avons identifié les préoccupations et les espoirs causés par les migrations. Pour faire de la jeunesse africaine un agent de réconciliation et de paix, nous recommandons l'hospitalité pastorale et l'accueil: «J'étais un étranger et vous m'avez accueilli...» (cf. MT 25, 31-40) ainsi que la consultation pastorale et la collaboration afin d'établir des règles communes en matière de migration. Ayant identifié la recherche d'un meilleur confort et d'une vie meilleure comme principale cause de migration pour des familles entières, en particulier pour les jeunes du continent, nous mettons fortement nos dirigeants au défi de travailler à la création des conditions de vie nécessaires en Afrique pour ce bien-être et une vie meilleure grâce à une gouvernance intelligente, responsable, saine et saine de nos ressources.

Conscious that the mode of exploitation, management and redistribution of the income drawn from natural resources is one of the main causes of conflicts in Africa, we reflected on the finality of natural resources, on our way of understanding “living together” concept, on our forms of redistributing and sharing both at national and planetary level. Faithful to the Word of God and the Social Teaching of the Church, we affirm that the earth and all that it contains are a gift from God for the whole humankind, which implies fair distribution of goods but also transparent and responsible management and exploitation. Taking into account the United Nations post 2015 Agenda, SECAM published a document about Africa sustainable development.

7. To respond to the health crisis, including the Ebola virus, the HIV/AIDS pandemics and other diseases such as malaria, the Family-Church of God that is in Africa has to intensify the significant role that she has been playing already for the promotion of social cohesion and national health policies for all because access to healthcare should not be the privilege for some rich people but a right for all. In the name of our preferential option for the most vulnerable and the poor, we strongly affirm that life and human dignity of the human being are sacred and inalienable. The human person being also a social being, our mission is to build a human society that stands against any form of exclusion or discrimination, be it economic, political, cultural or social.

8. Aware of the fact that we belong to the human family, we cannot be unaware of the climate change issue with its dramatic impact on populations. On our Continent, it results particularly in the ever growing food insecurity which often causes famine in most of our countries. In this context, as Justice and Peace Commissions members and promoters, we denounce the practices of land expropriation of which peasants or farmers are victims. These expropriations are sometimes perpetrated with the complicity of central and local authorities and even with the support of certain multinational companies.

3. Our Resolutions and Recommendations

1. Co-operation with the Governments in favour of Reconciliation, Justice and Peace

Africa Justice and Peace Commissions are committed to put at the disposal of the governments of the Continent and the Adjacent Islands their contribution and their experiences in favour of Reconciliation, Justice and Peace. Moreover, they appeal to all Christ’s faithful disciples to be vigilant and engaged in public affairs, to know how to courageously alert the International Community through a wake-up call for them to work for high ethical intensity world governance. To this end, SECAM has recommended the celebration of the year of reconciliation in Africa from 29 July 2015 to 29 July 2016. The Bishops appeal to the Justice and Peace Commissions in Africa to support and facilitate this august call.

2. Creation of a continental structure of resolution of conflicts

SECAM is committed to create a structure or a continental reconciliation committee in the event of conflicts, a committee that is able to go wherever there is need for mediation. Under the terms of the prophetic, sacerdotal and royal characteristics of their baptism, the Justice and Peace Commissions of the continent and Adjacent Islands invite Christians, first of all pastors and pastoral agents, to break the silence of fear in order to make the prophetic voice of the Church heard and to express the Messianic presence of Jesus Christ in today’s living of the People of God.

3. Creation of an African church network on the management of the Equatorial Forest

Following the example of the Pan-Amazonia Church Network (REPAM), Africa Justice and Peace Commissions are committed to create an African Church Network regrouping in particular the neighboring countries of the Equatorial Forest for transparent and responsible management for this common legacy which is meant for the entire humanity.

CONCLUSION

We call upon the intercession of Our Lady of the Perpetual Help, the Virgin Mary, the Queen of Peace and Africa for reconciliation, justice and peace in our Continent.
